Supporting Democratic Development in Burkina Faso

Initiated in 1996, International IDEA's programme to support democratic development in Burkina Faso has the overall objective of advancing democracy by facilitating political dialogue and articulating a democratic reform agenda. In 1998, an assessment report - Democracy in Burkina Faso - mapping the main institutional constraints and opportunities for democratic development in Burkina Faso was published and widely disseminated. In 1999, a second report - The Reform of the Electoral System in Burkina Faso - was published and debated.

To sustain the momentum generated by the dialogue started during the preparation and discussion of the reports, International IDEA assisted in the setting up of an informal network of qualified local resource persons, the Contact Group. In 2000, the Contact Group identified a need to consolidate itself formally in a Centre for Democratic Governance (CDG) in Burkina Faso. The Centre, formally constituted in 2001, aims to act as a policy think-tank to monitor public policies, a source of rigorous analyses and reform proposals and as a credible platform for impartial dialogue and consensus building.

In September 2001, the CDG organized a technical workshop with the assistance of International IDEA, to discuss a project portfolio aimed at assisting the current reform of the electoral system in Burkina Faso. The project, which has been discussed since March and builds on the work of International IDEA in 1999 and 2000, has acquired a special urgency. Using the resources of the Administration and Cost of Elections (ACE) and Election Process Information Collection (EPIC), technical assistance and training will be provided to the members of National Electoral Commission (CENI) in December 2001. The CDG is also designing a complementary project to strengthen the institutional capacities of political parties.

International IDEA's future involvement:

International IDEA's project in Burkina Faso has entered into its last phase ('institutionalization') where the primary objective is to strengthen the capacity of the CDG. For this purpose, International IDEA's future activities in the region will concentrate on providing technical assistance to CDG, in collaboration with other international development institutions. This includes assisting in the creation of a CDG website, as well as training members of the CDG in project formulation and evaluation, project management, negotiation and communication.

For the next phase, International IDEA will assist the CDG in the following areas:

• Constitutional reforms: In order to ensure a consensus on the fundamental law, the project will aim to facilitate a broad debate on constitutional reforms. In October 2001, the CDG, with the support of International IDEA and the United Nations Development Programme (UNDP), organized a policy seminar on 'Ten Years of Constitutional Rule in Burkina Faso: Towards the Consolidation of Democratic Governance?' International IDEA will undertake follow-up activities to the workshop, including effective dissemination of the resultant report.
  

• Capacity building of political parties: This activity will aim to reinforce the capacity of Burkinabese political parties to fulfil their role in a democratic system. Activities will involve training, dissemination of comparative experience and promotion of a Code of Conduct for political parties.
  

• Reform of the electoral system: International IDEA will launch a database of comparative election administration information covering seven countries in Francophone West Africa. The Institute will also provide some technical assistance to the Independent Electoral Commission, helping its members in the preparation of the parliamentary elections scheduled for April 2002. International IDEA will also assist the CDG in the drafting of Codes of Conduct for election administrators and observers.
  

• Political participation and the democratic culture: The aim is to increase the political participation and awareness of rural populations, youth and women through a variety of civic education activities.

Soutien du développement démocratique au Burkina Faso.

Le projet d´International IDEA consacré au soutien aux développements démocratiques au Burkina Faso a été mis sur pied en 1996. Son objectif général est de stimuler la démocratisation du pays à travers des actions de dialogue politique et au moyen du développement d´un programme de réformes démocratiques. En 1998, le rapport « la démocratie au Burkina Faso » a décrit les principales contraintes institutionnelles et les opportunités du contexte burkinabè en matière de marche vers la démocratie. Ce rapport, fruit d´un débat national, a été largement diffusé et discuté. En 1999, la publication d´un second rapport, « la réforme du système électoral au Burkina Faso » a lui aussi participé à l´élargissement des termes du débat national.

Dans l´élan du dialogue né lors de la préparation et de la discussion de ces rapports, International IDEA a procédé à l´établissement d´un réseau informel de personnalités nationales éminentes prêtes à se consacrer aux réformes démocratiques en cours, le Groupe de Contact. En 2000, les membres du Groupe de Contact ont estimé que le moment était venu de concrétiser leur existence au sein d´ une structure permanente, le Centre pour la Gouvernance Démocratique (CGD). Le CGD se donne pour objectif de fonctionner comme un laboratoire d´idées, un observateur des politiques publiques, une source d´analyses rigoureuses et de propositions de réformes, tout en constituant un lieu de dialogue, d´échange et de marche vers le consensus.

En septembre 2001, CGD a organisé, avec le soutien d´IDEA, un atelier de discussion autour du projet de soutien aux réformes du système électoral au Burkina Faso. Le projet, qui était en discussion depuis le mois de mars 2001, se base sur les travaux menés par le Groupe de Contact et International IDEA en 1999 et 2000. Dans le contexte des élections législatives d´avril 2002, la mise en place de ces activités a acquis une actualité brûlante. Au nombre des interventions d´International IDEA dans ce domaine, on peut citer la tenue d´une séance d´information destinée aux membres de la Commission Electorale Nationale Indépendante (CENI) sur les projets Administration and Cost of Elections (ACE) et Election Process Information Collection (EPIC) en décembre 2001. Le CGD est également engagé dans la formulation d´un programme d´activités destinées au renforcement des capacités institutionnelles des partis politiques.

Les perspectives d´intervention d´IDEA

Le projet International IDEA au Burkina Faso a atteint sa dernière phase d´opération, aussi appelée « phase d´institutionnalisation ». Au cours de cette étape décisive, l´objectif essentiel de l´Institut est de renforcer les capacités du CGD à mener par lui-même les projets qu´il se sera choisi. Dans ce but, International IDEA entend concentrer une grande partie de ses interventions sur la fourniture d´assistance technique au CGD, en collaboration avec d´autres intervenants internationaux. Cette assistance prendra des formes diverses, qui vont de la création d´un site internet à la formation des membres du CGD dans le domaine de la formulation et de l´évaluation de projets, de la gestion de projets, de la négociation et de la communication.

Au cours de cette phase, International IDEA fournira également tout son soutien au développement et à la mise en oeuvre des projets du CGD, qu´il a identifés dans quatre domaines prioritaires d´action:

• Réformes constitutionnelles - dans l´optique générale de favoriser un consensus autour de la Loi Fondamentale burkinabè, le CGD entend favoriser le développement d´un dialogue national sur les réformes constitutionnelles. En octobre 2001, International IDEA finançait un séminaire du CGD à Ouagadougou, en coopération avec le PNUD, sur le thème : « 10 ans de constitutionalisme au Burkina Faso : vers la consolidation démocratique ? ». International IDEA participera aux activités de suivi de ce séminaire, qui incluent la publication, la diffusion et la discussion d´un rapport.
  

• Développement des capacités des partis politiques - les activités destinées aux partis politiques auront pour but de développer leurs capacités à assumer leurs fonctions d´acteurs essentiels du jeu démocratique. Il s´agira principalement d´activités de formation, d´information et de la mise au point d´un code de conduite.
  

• Réforme du système électoral - International IDEA participera au lancement d´une banque de données sur l´administration des élections dans sept pays francophones de l´Afrique de l´Ouest. International IDEA fournira aussi son assistance à la CENI dans la préparation des élections d´avril 2002.
  

• Participation politique et culture démocratique - le but de ces activités est d´accroître la participation politique de la population en général , et en particulier des populations rurales, des jeunes et des femmes, au travers d´activités d´éducation civiques variées.
